Horizon Motor announced it has received a California Air Resources Board (CARB) Executive Order (EO) certification for its 2026 model-year Class 3–5 zero-emission powertrain family, clearing the company to sell those vehicles in California and other CARB-adopting states.

The certification confirms that Horizon Motor’s battery-electric powertrains meet the requirements of the California Standards and Test Procedures for New 2021 and Subsequent Model Heavy-Duty Zero-Emission Powertrains. Under the Executive Order, the powertrains are deemed to produce zero exhaust emissions for both criteria pollutants and greenhouse gases.

With the EO in place, Horizon Motor is now authorized to offer Class 3–5 zero-emission vehicles for sale not only in California, but also in other states that follow California heavy-duty emissions standards, including New York and New Jersey.

The company has also submitted an application to participate in applicable incentive programs, including California’s Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP), and is currently awaiting approval.

Horizon Motor said it expects additional CARB certifications covering higher-weight classes in the coming weeks, which would further expand its Class 3–8 zero-emission product portfolio.
