The California Air Resources Board (CARB) has reopened the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP) for new voucher requests. The reopening, announced September 9, comes alongside the release of the Fiscal Year 2024–25 Implementation Manual, which outlines program changes now in effect.
HVIP provides point-of-sale discounts on clean trucks and buses to accelerate adoption across fleets of all sizes. Funding is available on a first-come, first-served basis, with vouchers supporting both battery-electric and hydrogen fuel cell vehicles.
The updated manual introduces refinements to voucher eligibility, incentive levels, and project requirements. Fleet operators, OEMs, and dealers are encouraged to review the revised rules closely to ensure compliance. CARB emphasized that the reopening aims to keep momentum behind California’s zero-emission vehicle transition while balancing budgetary constraints.
HVIP has been one of California’s cornerstone programs for advancing clean transportation, helping deploy more than 13,000 vehicles since its inception in 2010. With the new round of funding now active, stakeholders anticipate another wave of vehicle orders as fleets move to secure incentives quickly.
