New Mexico’s One-Time Reporting Requirement for Large Fleets: May 1

The New Mexico Environment Department (NMED) has launched a one-time reporting requirement aimed at large companies and government agencies that operate or dispatch medium- and heavy-duty vehicles in the state. Known as the Large Entity Reporting Requirement (LERR), the initiative is designed to collect high-level vehicle data that will inform the state’s clean transportation policies, vehicle incentives, and infrastructure planning. Reports are due by May 1, 2025.

Why the Data Matters

The LERR is part of a broader effort by the state to transition to cleaner transportation. Fleet data collected will be used to:

  • Identify opportunities to deploy low- and zero-emission vehicles
  • Shape future vehicle incentive programs
  • Guide infrastructure and workforce investment decisions
  • Reduce emissions and air pollution in communities across New Mexico

Who Needs to Report

The LERR applies to entities that owned, operated, or dispatched medium- or heavy-duty vehicles—defined as those over 8,500 lbs gross vehicle weight—in New Mexico during 2024 or the first four months of 2025. Specifically, it affects:

  • Government Agencies: Any federal, state, county, or municipal government agency or political subdivision of those agencies, not including schools or school districts. Emergency vehicles and military tactical vehicles are not required to be reported.
  • Large Companies: Any entity (including subsidiaries) with U.S. gross annual revenues larger than $50 million for the tax years 2023 or 2024 that operated a facility in the State of New Mexico with common ownership and control of at least one medium- or heavy-duty vehicle.
  • Fleet Operators: Any entity (including subsidiaries) that operated a facility in the State of New Mexico with common ownership and control of at least 50 or more medium- or heavy-duty vehicles.
  • Brokers/Dispatchers: Any entity or broker (including subsidiaries) that operated a facility in the State of New Mexico and dispatched 50 or more medium- or heavy-duty vehicles into or throughout the state.

How to Report

Reporting is conducted via an online submission form and must be completed by May 1, 2025. The form and instructions are available here.
